No. Hint: The person in question played a character who was NOT the doctor or a companion.

The correct answer to this one is "Reg Cranfield." He had a non-speaking role as a policeman doing his rounds at the junkyard where the doctor had his tardis parked.

I will leave the other Dr Who trivia item unanswered for another day if no one gets it.
