Why is the sand dry?
Was that an artistic decision or a limitation of the tool or something else?

Speaking from my own experience, Kling generally is more responsive when working with dry sand texture. Everything else tends to turn into water. I've done a lot of work to figure out which visual sources and prompts can generate a thicker muddier texture, but it takes a lot of experimentation to see what literally sticks.
