Quicksand Fans

Can anyone recommend a free photo editor app or program for making manipulations? I'm using a surface pro if that matters.

It's not free but Adobe Photoshop Elements is the photo editing program I use and it comes with everything you need to start making manips. Plus, you can add 3rd party brushes, styles, textures, effects, etc. to it.
It's on sale at Amazon right now for about $70.
