What is the name of the actor or actress who appears earliest in the entire history of Dr Who and who is STILL ALIVE.

There are several people who appeared even earlier than the answer here and who might be still alive, but they are not named in the credits.

It's been a while since I saw the first episode on DVD, but is it William Russell?

I remember the other listening to the radio, but I'm pretty sure that was after Ian's introduction.

Yes, it is William Russell, who played Ian Chesterton. The other member of the cast who is both still alive and listed in the story credits is Carole Ann Ford, who played Susan Foreman, but she appears a few minutes later in the episode.
