Could it be Peter Cushing, the famous Sherlock Holmes of British movies as well as Gran Moff Tarkin of Star Wars?

The correct answer to this one is "Reg Cranfield." He had a non-speaking role as a policeman doing his rounds at the junkyard where the doctor had his tardis parked.
I will leave the other Dr Who trivia item unanswered for another day if no one gets it.
