Basically all they're saying is they're banning videos of people trying to privately sell guns on youtube (I have never seen anyone trying to do this......?), and/or vids of people doing illegal things like building a suppressor out of an oil filter, or converting something to full auto, without going through the proper legal channels. The way it's worded it might affect videos featuring 80% lower builds but I doubt it.
At the end of the day Youtube is a business. They have the right to refuse service to anyone, for any reason they want, but I really doubt they'd want to explain the massive drop in ad revenue that would come from mass deleting gun channels.
