Thinking about words that rhyme with "way" and are associated with Dr. Who, my best guess is this:

When there is a will, there is a Gallifrey.

None of the suggestions are correct. The quote is: "Where there is a will there is a beneficiary."

Cue the rotten tomatoes.

HA! That's good, gotta remember that one.

As for the tomatoes I didn't write the line, I only reported it. The line was from the first episode of the Sylvester McCoy era (Time and the Rani) which was not the best of the long series. I'd classify the seventh doctor as the worst except for the sixth. The silly line, however, has to be blamed on the writers, The same episode includes "Absence makes the nose grow longer," and "Time and tide melts the snowman." as other indications of the doctor's memory issues after his regeneration.
