It was most likely a murder victim dumped there.

From what was in the news article, just about anything could be the explanation. We know nothing at all about anything. Maybe they just found D B Cooper.

I have scored a great deal of privacy in marshes and this includes places where I can hear people talking on nearby trails. It's a great place to get rid of anything you don't want anyone to know about so I think it's much more likely to be a murder victim than a sinker.
And along those lines...I've always felt pretty safe in my marshes. But it did occur to me...more than once, actually...
What if I'm out sinking someday and I FIND a body?
There is no way I would fail to tell the police about it. But I guess if amphibian study people can go in, so can I. It's public land!
Actually being interrupted by rustle of marsh weeds as a killer dumps a fresh body in my marsh as I'm enjoying myself in only the next cattail clearing would be just totally freak-out scary!

According to that little google map that is attached to this article that marsh/swamp is just beside of some highway onramp.
Um...yeah...I DID have a spot under a ramp. I only used it once. Now I know I ain't goin' back.
